If I was trying to run a legacy Windows application, would I have more luck with ReactOS or linux/WINE? I know both projects share a lot of code, so if one is better, why is that the case?

I've always had trouble compiling large projects. The only one I got working with no issues along the way was ReactOS, which (in a twist of fate) will not support Firefox 57.
