It was ... look up "AI winter". Vastly simplified, we collectively ignored ANNs until somebody figured out that we now have enough recourses to create larger ANNs than before.

One of the features I used the most was the "distributed move/fight" command. That just made it so easy to deploy e.g. a line of heavy tanks in front of a line of artillery. Or mines that were actually useful. I played a game

Not an economist, but that does not sound bad in general. Best case you have several companies that: (a) have the knowledge to make sensible rulings and (b) have an interest that non of their direct competitors gain any unfair advantages.
