IIRC you gotta hold the file over the program's taskbar icon for bit then it changes to that window as active and there you can drop. Try with e.g. Your browser on Google drive for uplaoding

try letting the file stay on the app icon for a few seconds, it should automatically switch to that window.

I use it a lot for file uploads in web browser. A good (only?) workaround is using alt tab but if you have many open programs it can be quite annoying.

I think it's way more responsive, which is good. Hoowever, the increased use of horizontal space makes it harder to read (imagine HN without the blank sides) and I believe the information density has been lost a notch way too much. A

Task Manager uses CTRL-SHIFT-ESC to open, not CTRL-ALT-ESC. You can also reset it to defaults by pressing CTRL-ALT-SHIFT beforing clicking on its taskbar icon.
