Render had some pretty bad outages (10+ hours) and couple shorter ones just couple months ago, so it's not perfect either. But anyways I have also found it better than Heroku for my projects, it's even easier to setup than Heroku

Of course they like money, that's why the rule is there in the first place. High amount of chargebacks and fraud costs them money.
