They clearly expected the leak, they distributed it very widely to researchers. The important thing is the licence, not the access: you are not allowed to use it for commercial purpose.

The problem is that we are not giving the best education we can to everyone, as it is too costly to have one-to-one tutoring for all. So is there a method that works as well as one-to-one tutoring but affordable by our society?

This depends what work you are doing. If you work in event planning, the work is mostly meetings to get everyone to do their role for the actual day. Of course for a software engineer, it's different.
