This should be a feature of hacker news, have a books link at the top menu where you can submit a book and a deadline, then people can commit to reading it, and then everybody can discuss. Upmod if you're committing, then the top few books

These problems have been solved by the various popular php-based MVC frameworks. My favourite is http://www.cakephp.org/ , but I hear a lot of good things about http://codeigniter.com/ as well.
