Yes, but why should the debate be framed in terms of only looking at fees or living with congestion? There are other approaches to what is essentially distributing limited resources.

I had a similar issue, and moved away from it. I had been becoming heavily invested- It's unfortunate, but they -need- sync to be 100%. 99.99% is worse than 0% :(

Agreed. We use essentially a Scantron sheet in Massachusetts. Easy to fill out, computer countable, with a hand recount as an easy backup option.

If you like nginx, why would you fall back to apache instead of forking it, or using one of the many existing forks? That's one of the best parts of OSS code - You don't just have to follow them to the next version they release. (
