While I was watching, it felt slightly too fast. I think editing less, leaving it at a steady pace (say 1 second per week, regardless of the amount of changes) would have given it another dimension. A data-dense rhythm.

Having studied in Portugal, Sweden and UK (London), I'd say Sweden fits your requirements pretty well. There are no tuition fees, and the level of the universities is pretty good. In technology you might want to look into KTH - Kungliga Tek
