The ratio is not a percent. For example, 1/100 = 0.01 = 1% - i.e. NOT 0.01% So you would get 0.019385144% speed of light in your calculation.

Agreed! It's a coordination problem across the entire society. Government hasn't done a good job pricing in all the terrible externalities I listed above, so it needs to reflect the full costs with an honest price signal to change
