There may be certain tricks you can use to help you do this, but in the end it is all calories-in vs calories-out. The hard part is the hunger that results from this deficit.

I am pretty sure you will be more likely to attract more developers, and more active developers by putting it up on GitHub. There is also the added benefit of moving from svn to git. Keep in mind this is all speculation.

You should throw this up on github, bitbucket or codeplex. DVCS always seems to work best for this type of development.

It would be hard to not "buzz" about PQLs, but they are by no means "free" even if you didn't pay for lists of PQL's, and gathered the data for yourself. They take time and effort to develop.
