sbuild is the tool used by the Debian community and all the Debian infrastructure to do this. Uses schroot under the hood, and is what you want instead of docker and friends 99% of the time anyway.

The example in the repo is `far --find "Foo" --replace "Bar" --tartget "./src/*/*.rs"`. If the value here is to not know how to use a regex, that's not very compelling

Hear hear! Some of these complaints have been resolved with numpysane: https://github.com/dkogan/numpysane/ . With numpysane and gnuplotlib, I now find numpy acceptable and use it heavily for everything. But yeah;

For what, specifically? ROS is a collection of different mostly-independent components. Just write the code to do what you need, or use normal libraries to do specific things they're good at.
