I think the underlying protocol would have to guarantee in order delivery - either via tcp (for http1, 2, or spdy), or in http3, within a single stream.

This. No need for continuity in the derivative - the marginal tax rate should be fine to jump around - but should start low (I'm fine with negative) and increase as you earn more. Like US federal tax brackets, but with benefits also

Which is why the default is often move to trash these days, or includes an undo option for a bit instead of a confirmation dialog. But some actions are pretty hard to undo (eg installing malware), so the issue in general stands.

Looks like recipients can be anyone but would be forced to create a guest account if they don't have one. Which sounds like Google meditating key exchange? Which isn't really e2e encryption at least for the initial message.
