Well, as a subscriber everything beyond your cable modem is "the internet" and you don't care how the ISP's network is set up internally. CDNs, netflix, etc have all been embedding devices in carrier networks for years.

I have seen this software before. I suppose the speed boost results from using multiple parallel connections, meaning it could make better use of aggregate links and multipath networks? Is there anything else to it?

If you can run your app on a £10 VPS then you are not the target market for the big clouds. That's why it doesn't make sense for you. Larger users have very different priorities.

Probably because for the non latency- sensitive parts of your app you would want to move them to a large cheap region anyway, and us-west-2 is both larger and cheaper.
