I can't say I agree with this. With threading there are certainly extra things that always have to be in the back of your mind, however saying you have to specialize in only writing threading libs is a bit extreme.

I think its important to clarify, do you mean 40 hours, on average, or 40 hours in one week? Meaning, do you want him to average more than 40 hours a week? If so, thats definitely a red flag
