The only companies worth fining are rich as F, unless you plan to take 10% of market cap they won't care. The other companies will just go bankrupt, which might be desirable.

Your second point is only true if you add a constraint to learn alone, nothing wrong with seeking out other self learners. Salary is generally true but that really depends on your negotiating skills.

It's not a policy problem, stop blaming the government for the stupid decisions of individuals. It's a market problem, if renters said I'm not paying 1600 per month then the rent would be lower.

Stupid if your client is guilty and you trust the database, not so stupid if your client insists they are innocent and the database governance processes are suspect.
