Yes this is how hyperagents work. They keep track of their different attempts to see which results in success. It does require tasks that can be measured.

I moved back to the Midwest from the West Coast once having kids to be close to family and be able to afford a house. I do think it is hard to find the pockets of exciting jobs in the Midwest that pay reasonably well. I personally got lucky

What you described in the second paragraph was happening well before the water crisis. Which is why Flint is in the shape it is. How much the water crisis increased or contributed to this would be interesting to know vs people who did it
