You can, but I wouldn't. The dotnet CLI contains its own version manager, so you need to have more precise control over the versions of the runtime & sdk you have installed. You can have multiple versions installed simultaneously,

Yes, but the question is about recent drug use, rather than whether you are an active user. Obviously active use implies recent use, but not vice versa. They wouldn't ask if you use a specific drug, outside alcohol and tobacco.
