The standard iPhone charger has a USB-A socket. You plug a USB -> Lightning cable into that. So it's only the cable that's non-standard. Perhaps not ideal, but rather different from mandating a complete new charger.

At this point, I strongly suspect Apple are hoping to keep Lightning going until they're ready to make phones wireless-charge-only. That's probably still a few years away, but I'm sure they're thinking in that direction

Depends on the jurisdiction. California is reputed to be relatively side-project friendly in this regard. Other US states less so. Likewise UK (which is a factor in why I’m on the way out of my current gig in a couple of weeks...)
