Maybe on access-limited highways. But on (sub)urban streets driving the speed limit decreases the chance of causing serious injury to other road users, including pedestrians, even if it may lead to an increase in the total number of crashes

What is your definition of "the supply of parking" for a given area? I don't think the number of available parking spots in that area is a good measure, since people can always park just outside the area and walk in. Instead,

I'm not familiar with Sandpoint, but rather than a park and ride, why not a park and walk? Tourists who want to hang out downtown all day could park a half mile or so away and walk. While it's not the expectation in some places, p
