I will tell you are right once there are no longer 10 results on the serp page....at any given point there are 10 sites that are listed in the search results You do not know much about search engines. Maybe a Googler that optimizes Search

Do you still have to file US taxes though? Say you make $60K in Germany, well under the deductible, and do not file US taxes for 10 years. Is there a penalty just for not filing? penalties can cripple you.
