If you like elm-similar languages, check out mint at mint-lang. It's very heavily inspired by Elm the language, but not Elm the community or project. I've been using it on side projects and love it. It doesn't compile to wasm

It's not compiled, but Ruby's Pry REPL allows you to edit and update code files during live execution. I use it all the time for adding breakpoints and live fixing issues. It's very productive for problem solving.

StimulusReflex can do something like this quite easily. It re-renders the entire page (suggesting that you do a lot of fragment caching so this is fast) and then diffs it on client side with morphdom (IRC). I believe you can do partial rend
