You should ask our politicians. They could have provided a means for non-essential businesses to have similar precautions but have yet to provide them relief. Hollywood studios likely already has the means to implement this on their own.

True if you are looking at this from the employers view. But as an employee, They'll be less productive in their lives if they require a hour commute to produce 10 hours of work compared to if they didn't.
