   The line he uses at his going away party is somewhat related, “I don't know half of you half as well as I should like; and I like less than half of you half as well as you deserve.” I'm not sure if it's what OP meant though.

   They have a mandate to grant patents. They have a certain budget to fulfill that mandate. I imagine (although I don't know) that they do the best they can to grant valid patents within those constraints.

   I mostly agree with what you said. I very strongly disagree with the use of the phrase "equally unjust." It sounds like false equivalence (unless I misread your comment). The western world largely is better than Russia in matters of freedom
