Ah i see I'm (perhaps naively) imagining an exhaustive list of resources in every macaroon, but i guess the permissive evaluation of caveats would help here since it should mean only the most restricted users would have many caveats. A

it seems to me that macaroons could get quite big in order to adequately describe allowed resources and permissions? Especially if the API is broad? Much bigger than JWTs.
