Is this basically the learning parity with noise problem, but instead of a fixed size vector, the noisy output is generated in by a PRNG with a pre-determined secret seed? How can this be used for authentication or encryption?

Please take information with a grain of salt that tries to discredit the researcher, without even mentioning the actual argument. You might not agree with his world view, but Zenz found hard evidence of repression in Xinjiang and uncovered
