Yes. But don't just learn the tool, learn what problem it solves. Tools have changed significantly over the years, but the principles are the same.

Start with Visual Studio (VS) and program in either vb.net, or preferably c#.net. VS helps a lot while you're learning, and you can choose to program for either windows or the web. Add the MVC framework and you get a fairly decent web dev

Silverlight allows .Net developers to target a Rich web interface from Visual Studio. If you program in windows, you'll naturally choose Silverlight. If you want to develop using open standards, you'll choose html 5. Flash will be gone.
