Compiletime enforcement that a reference isn't null in a language like java is very powerfull, more useful then c++ const in my opinion.

Inversely I have had experiences with maintenance coders going like mercenaries into code i wrote and without respect for architecture or future extensions making changes because they didn't understand the code and we're not interested in

For me it was a big case of Not Invented Here syndrome that caused me to make my own compilers and languages. It is a great way to learn deep stuff about how languages work, and helps me debug issues that others can't fix.

Nonnullable (static) class fields and constructors don't mix however, which is why you don't see it as a language addition so far. Nonnullable local variables and function parameters however could easily work within the current c# language.
