Yes. The police have had a long history of chalking up death in impoverished black neighborhoods to “gang violence” and closing investigations. Topically, Chapelle had a famous stand up bit about it.

I was an Adobe Flex developer years ago. There still isn’t a similar replacement right? Last I checked when I was still developing you had to do insane things with CSS for even the most basic animations. Is there something better now?

If I remember correctly the government pays you to house the tenants. But yes, they trash the premises and speaking to someone that does this, the only way the margins work is if you do all the fixes yourself.
