It’s a good question but I don’t think so, short of requiring a cover letter with the application but I bet I would face a similar challenge there. The candidates and CVs do look like what I’m looking for, until I interview them …

In principle I agree. I worked in a similar industry until recently and it was much easier. Also because the influx of CVs for an opening was much smaller, I could actually read them into detail and have conversations. Because they were 10s

Yeah I agree, but I feel then we become very bias towards referrals and people who recruiters already trust - many developers despise recruiters for whatever reason. I haven't seen a better approach tho.

Yep. Agreed. I do keep notes on people & recurring meetings (as a leader) using Joplin which helps me to recap for the next meeting. Very lightweight bullet-points. That's it.

This really depends on the company. There are many companies where eng has way more weight than PM. And that eng aren't so divorced from customers. Even big tech.
