But it was done poorly... Lisp-2, eq vs equal vs = vs equalp , multiple-value-bind, destructuring-bind, remove-if-not, etc... Python's PEP process seems to be a better idea...

Sounds like your talking about Idris, Elm(JavaScript), ReasonML([JavaScript] https://reasonml.github.io ), or F#(.NET)... Monads are for context-sensitive mini-languages (>>=) (=<<): they have a direction and sort-of

If you build your own you'll have to debug it. If you get it from off-the-shelf and its built well, it'll be readable and small.
