I just took a look at the new page, and it doesn't look any different to normal. The users of those posts aren't necessarily hellbanned - the posts are though. If enough people flag a new story I think it'll automatically be

I think another major one is the cost and quality of our broadband networks. It's expensive here to download movies, or even to have a connection that's good enough to stream.

Not even that. Even games on Steam are routinely priced at retail and left there for years. Civ V, for example, was still $70 last time I checked. And no, I didn't buy it :) Update: Just checked - Released 24 Sep 2010, $69.99

Because you're dealing with enough power to run a city. At a minimum thousands of kV and/or Amps. If something fails, all that energy has to go somewhere...
