You should be able to unlock the boot rom on hardware you own. Apple here does not even want to sell a device that would allow you have full ownership. They will only lease a device with quite a few restrictions if you look at the terms. Mo

Same because if sideloaded apps require this notarization that negates the whole point sideloading. Notarization still requires apple to review the app from reading the post by apple. If they don't like the app they can refuse to notar
