Perhaps by giving people flip-flops it may have saved money overall - less stitching up feet or fixing broken ankles? On top of that, that's a Tax Payers Alliance article. I wouldn't trust them as far as I could throw them.

At least in the UK it's common enough that there are usually notices on the machine to warn you of suspicious devices attached to it and phone number to call...

There's a gmail labs plugin that looks at your email and if it sees you mention attachments but not attach anything, it will ask you before you send.

If you're on Firefox, you might find that Leechblock ( http://www.proginosko.com/leechblock.html ) gives you more control over what and when you can visit sites. It can lock you out of disabling, changing the settings or removing it too.
