I don't think weight is a huge issue for submarines (unlike say airplanes), so taking a few batteries along should be fine. (I don't know anything about subs) you could even store a few batteries in the ballast.

I think you are looking at it from a technical point of view, and not a "product" point of view. Adding a tag to something doesn't communicate that you are posting it in a community, nor does it communicate that community

Archive.org would also act as a seed, so at worst it’s similar to regular download traffic. At best there’s a few more people downloading and seeding.
