Yes they are. If a US company provides a service to a EU citizen, they must comply with EU regulations. If an EU company provides a service to a US citizen they must comply with US regulations (eg Sales Tax, etc)

Of course there is. Incandescent lights have been banned for years in most European countries to speed up the adoption of led-lighting. Street lights are being replaces by leds. Tax cuts and subsidies are given for energy efficient housing.

Sure, there's lot's of competition. But: the market is also really huge, and SO had a good way to differentiate. Every business is recruiting and willing to pay hundreds or thousands to fill each spot.
