Open Source license is treated for data sharing as commercial one. So, nothing changes, unless you explicitly agree to share your data in the IDE settings.

All our stat collection in the products is fully compliant with GDPR, it doesn't send any personal information and it's not possible to link to the specific user from it.

We do plan it in some future ( https://youtrack.jetbrains.com/issue/CPP-4141 ). However, due to historical and some technical reasons, it's not that quick, so postponed for now until we find some resources for this

If it's a cross-platform projects then no wonder. Also we know quite a lot of cases when developers are working on Windows and using VS, but compile for Linux and use GCC for sure.

C is supported out-of-the-box. For Rust there is some 3rd party plugin, however it's just syntax highlighting and nothing interesting.

You could try using Clang from MinGW. May be CMakeCache changes will be necessary in the CMake tool window. But in the whole should work ok.

Not now. Create a .cpp one and then rename file to .c, for example. We are planning more project- and file- templates in future.
