I personally use Setuptools (.py and .cfg) with pyproject.toml for the build settings. Last I used poetry was a couple of years ago, and IIRC it didn't gel well with Conda environments.

If the issue is with including transitive dependencies that are in your own codebase, then you should annotate the public interface header to the implementation details with IWYU Pragmas [1] that export the implementation (for example [2]).

To me, it doesn't seem like it is LLVM doing the heavy-lifting as much as Docker/Podman (which are used through Cross). Maybe I am missing something... I definitely agree with you that Zig and Go handle cross-compiling much nicer
