IMO, Decentralized Decision Making is one of the fundamental characteristics of a flat organizational structure. Nowadays, at many places, 'flat structure' is being wrongly understood as 'easily approachable management'.

My interpretation is that the data count for the proposed sites would not be included in the internet plan that a consumer might have taken. It might have some impact on internet pack pricing, but competition should be able to correct it. I
