Me too! SciPy has been my main reason for not switching for a lot of work I do. I'll see if I can switch soon now :) I just need Django to work and I'll be set to completely leave 2.x behind!

I like the idea of a virtual local guide, someone you can call while in a foreign country to help with language, directions, booking stuff. Just someone with reasonable local knowledge, both languages and the internet.

These are scratch cards, so they already have a set payout for the number they produce. So unless the cards are getting returned to the lotteries and refunded (this might even happen in some cases, I'm not sure) they aren't losing any money

If you enable the "show PR" thing on it, but that is (or at least was when I last used it) off by default. And Google specifically say they won't use the data for this sort of thing.

Not for a key, no. But it's a great design when what you want is low cost ID tags which don't require their own power source and which essentially work like barcodes that you can scan without line of sight.

RFID tags are not smart cards, they basically just have a small amount of data on them which can be read off. So yes, having a bit for bit copy is exactly the same as having the original tag.

I'd say that anyone who needs a tutorial to tell them how to do this in PHP probably doesn't have the skills to fix the security hole. You're setting people up to fail, which isn't very nice (although I'm sure you didn't intend it that way)
