This is ultimately a failing of democracy itself. This stuff was legal, and it's hard to make a law that reaches back decades to impose costs on manufacturers or real estate developers without drastic economic side effects. Leasehold

You're right, and the article is wrong. 3 pane layouts similar to desktop mail readers and Usenet clients appeared well before 2002. For example, if you look at the history of feedreader.com, there is a screenshot of a 3 pane layout
