CEOs can be found criminally responsible currently. Counsel, teams of lawyers and in particular auditors are all there to shield them from that risk. Not sure anything would change.

It enhances the feelings you are experiencing already. If those are negative to begin with, I'd worry about people having a bad trip and hurting themselves (even inadvertently like stumbling into traffic).

It's not wrong if you want to save on salaries of your staff. I suspect that the people that answer with a $ number rather than the way you did, are less likely to assert themselves and thus consistently take lower salaries.
