I really don't think Apple expects any average consumer to buy this. It's definitely aimed at creative professionals and enterprise, hence why it was launched with the Mac Pro and costs an obscene amount.

If I read that correctly, I don't know where you're extrapolating that Apple is making this move to replace macOS with iOS / a walled-garden where nobody can create apps for Mac except by selling them through the App Store.

A lot of it is due to athletics - my school had to end practices before certain times and could not offset the school day without blowing away athletic programs.
