I generally like to have feature flags default to true in tests. It helps avoid this sort of situation, because if they ignore the flag, they’ve probably broken some tests. And if they only put it in the flagged path, their code won’t work

I think the important bit is that at some point a team has to say “this is ready to not be behind a flag”. At that point you can’t blame a bug on “oh that’s still being worked on” because then you’ll be asked why it’s not behind a flag.
