There's not much to it. You route them without worrying about equal length, and then your EDA tool adds serpentine tracks to the shorter one to match its length to the longer one.

Yes, but even then, you can disable a cellular transmitter (cut a trace) without disabling the GPS.

In principle you don't need to disable GPS. A GPS receiver doesn't transmit anything. What you would need to disable would be Bluetooth, cellular (e.g. OnStar), and potentially TPMS.
