The most plausible explanation is that the tech is patented to such a degree that producing this kind of solutions is just not economically viable.

W3C doesn't really have any real power over what happens in the internet today. It's browser vendors associated with WHATWG that draw the straws now.

Is there a high-to-low level design document to read on how to verify the timestamp? A simple OP_RETURN + hash output in a transaction is dead simple to verify (just get the transaction from any place, see the output, check the timestamp).

Peter, OpenTimestamps are great. Is there a plan to get the raw ots file for embedding in OpenPGP signatures (as notation data) so that I could be sure that the signature was made at given time? (Just like RFC 3161 - style timestamping data

Indeed. I read it as something written by the author. Double-checking revealed it was written by spacejam that did post the same argumentation over and over here on HN.
