Correct, it's not about the role of the legal representative. I agree that the terminology is not very clear, as customary of Chinese laws. It states that the physical person or the legal entity investing in the company must be Chinese

It's remarkable that the software comes with a FHIR server. Apparently there are a few features in the core module that are not mapped to FHIR resources. I would love to see CCDA generation and interoperability support in there. Given

This is actually a good idea. In this specific case I wouldn't go through all the trouble since the code is rather obsolete (java 4) and so is the system that runs on it. We'd be better off just rewriting the whole thing.
