I feel Binary Ninja (closed source) is kicking both their asses in terms of UI and API. Ghidra feels really dated to me. IDA is incredibly expensive. Another open source alternative would be radare.

If that is the case then why is this a law? Why isn't the law more clear to reflect reality? I don't really want a gun pointed at me, regardless of whether I'm about to get shot. The threat and power structure is still there.

That is exactly what it is though. The authors probably could have sold to governments (their tool may not have been sophisticated enough though) and never had any trouble.

Those aren't really micro though. You can't spend a cent digitally, much less a fraction of a cent. The fee structure doesn't allow for it.

They'd need a really tall tower to remotely pilot something 900 miles off with no satellite. I think autonomous flight via gps is more realistic.
