Exactly. I was looking this up and only saw a couple of failed attempts at cutting military budgets since the 80s. One such "cut" was only increasing defense spending by 4% instead of 10%.

I don't disagree, but I think implementing this sort of review with software is dangerous in a different way than making bad behavior more efficient. A parole board can have dissent and differing personal experience in its ranks. There
