It read to me like those were rules for the retweet to qualify (and the follow @namecheap seems like an ask rather than a requirement, possibly not allowed to require this by Twitter TOS).

Out of interest, if you run this using a cron job, what happens after the call has been placed - does the server keep running? I've had a need for a sort-of volatile web server to respond to requests like this before.

Some phones have barometers for GPS (not sure how that works) so I wouldn't be surprised to see that. Perhaps Google are building their own weather center out of human drones.

That's just redirecting to the old Directgov/Jobcenter site, which I've always felt was quite good at what it did. It might not be the prettiest, but it's not awful.
