Outside of QFN, DFN and BGA, I do most of my smd soldering by hand, no reflow (toaster) oven required. Just an iron with a suitable tip is what I have required so far.

The "9DoF" in IMU datasheets is a marketing term, they just add up all the sensor dimensions they have. Some IMU modules talk about "10DoF" , because they have added a barometer to it. So even a good "9DoF" IMU

The problem with second hand HF rigs is the uncertainty of supply and not knowing what rig is good and what is not. And even a cheap used rig can be 10 - 30 times the cost of an entry level handheld radio. And then you buy a power supply

I thought the Ku-band user access frequencies used by Starlink was 12GHz down and 14.5GHz up? As those are the easy to license frequencies globally. Not to mention, 17GHz is far away from 12GHz and 14.5GHz, so the antenna complexity als

Less about PNT, more about using it for LTE or 5G, as 15MHz is a standard bandwidth used there.
